Make notification bar optional#1274

You removed the invasive stubborn notification bar of an ongoing attack completely and replaced it with an occasional reminder. Unfortunately I keep overlooking the reminder, so I often only notice days later that it still has an attack ongoing even though it’s long over. By that time I have forgotten details that I need to add.
I never overlooked the stubborn bar. Could you please bring it back and make it optional in the settings for those who don’t want it?
